A New Cold War?The Inevitable Conflict Between China and the United States

After taking office, President Donald Trump of the United States has adopted an “America First” policy, which has exerted significant impact on international politics and economics. On the other hand, Chinese leader Xi Jinping is vigorously promoting a “Belt and Road” policy which has directly challenged the global hegemony led by the United States.

 

The trade war between China and the United States that started in early 2018 has not changed due to the results of the U.S. midterm elections. In addition to trade disputes between the two sides, there are also regional security issues such as North Korea, the South China Sea, and Taiwan. Many observers are concerned whether conflict is inevitable between China and the United States. Will a new “Cold War” develop between the two countries?

 

In view of recent developments in U.S.-China relations and their impact on the Asia-Pacific region and the world, the Fair Winds Foundation is pleased to invite Douglas H. Paal, former director of the American Institute in Taiwan, to give a keynote speech. With his academic background and professional experience, Paal will analyze the trends in U.S.-China relations and the position of Taiwan under this context.

Speaker Profile

Douglas H. Paal is a nonresident scholar at the Carnegie Endowment for International Peace. He previously served as vice chairman of JPMorgan Chase International (2006–2008) and was an unofficial U.S. representative to Taiwan as director of the American Institute in Taiwan (2002–2006). He was on the National Security Council staffs of Presidents Reagan and George H. W. Bush between 1986 and 1993 as director of Asian Affairs and then as senior director and special assistant to the president.

 

Paal held positions in the policy planning staff at the State Department, as a senior analyst for the CIA, and at U.S. embassies in Singapore and Beijing. He has spoken and published frequently on Asian affairs and national security issues.
